Kwan Graham has an extensive background serving parents and advocating for the educational needs of children. She has worked diligently across the state to empower parents to become better advocates for their child’s educational needs and oversees Parents for Educational Freedom in North Carolina’s Parent Liaison Initiative (PLI).

As Parent Liaison Coordinator, she assists five statewide parent liaisons in facilitating work sessions that teach on school related topics such as the benefits of parental involvement, transitioning to middle and high school, and effectively communicating with your child’s teacher and school administration. Launched in 2011, PLI was able to amass over 1,400 parents to educate them on various educational subjects so that they could become better advocates for their children.

Kwan is also one of eight Governor appointees to the North Carolina Public Charter School Advisory Council. The 15-member council recommends public charter school policies for adoption by the State Board of Education, including timelines and standards as well as the approval, rejection or revocation of public charters.

Kwan serves on a number of associations and committees and has a B.S. in Computer Information Systems from the University of South Carolina. She currently lives in Charlotte with her husband and two sons.
